| The year 2015 was the end goal of two important memoranda from the central government with a projection of what the Netherlands should look like: the Fourth Spatial Planning Memorandum
came into being in 1988, supplemented in 1991 by an appendix (Vinex). In the Vinex memoranda, the central government designated locations for large-scale housing estates.
The 'Year of spatial planning' (2015) was seen by many as the resurrection of disciplines associated with spatial planning. A prolonged financial crisis and the embrace of the ideology of the free market by policymakers had taken away the luster and influence of these disciplines. But in 2015, people were once again modestly looking forward.
Without reflection there is no new perspective. That is why in this year Theo Baart visited a series of projects that stemmed from these two important government papers. What had they produced and were they valuable projects? This survey produced a series of 40 images.
